You can purchase an upgrades to your characters tier making them stronger, and able to do more. Even if your tier would cause you to be considered a higher rank power wise, it will not increase your rank in your village. So yes you can be like Naruto and a 0 tier Genin. See the List below for the costs to upgrade into each tier, Keep in mind you must buy all tier between where you are and where you want to be.

Now if you started as a Chuunin or higher, the 1-1 To 0-5 range will cost an additional 1200 coins, atleast for the time being.

There is more than one way to improve your character, rather than just improving the tiers of your character, you could choose to increase their versatility by adding more elements to your characters pool. See the list below for what the costs of adding more elements to your pool:

• 2nd Element: Free upon reaching 3-3
  
• 3rd Element: 500 Coins (Or free, if 0 tier or higher)
  
• 4th Element: 1500 Coins
  
• 5th Element: 4500 Coins
